Germany e-Invoicing System

Electronic invoicing (e-invoicing) is a type of invoice that is created, transmitted, and received in a structured electronic format, enabling automated processing.

The e-invoicing system facilitates legal tracking of invoices, enhancing commercial transparency and security. It also contributes significantly to environmental sustainability by reducing paper consumption.

According to the regulation enacted by the German legislature, the use of e-invoicing is mandatory for all business-to-business (B2B) transactions.

Important Notice

As of January 1, 2025, all companies engaged in B2B activities in Germany must be able to receive and process e-invoices.

Germany e-Invoicing Timeline

2025 January

All German taxpayers must be able to receive e-invoices. This represents the minimum requirement to handle all incoming invoice processes.

All companies must be able to receive e-invoices.

Peppol BIS, XRechnung, and ZUGFeRD (including Peppol BIS and other formats XML, EDIFACT, etc.)

2027 January

Businesses with an annual turnover exceeding EUR 800,000 will be required to issue e-invoices.

For companies below this threshold, the obligation will apply under specific conditions.

2028 January

The e-invoicing obligation will be extended to cover all German taxpayers.

All companies will be required to issue e-invoices.
